HC notice to Haryana chief secy, principal secy, education on HSTSB selection


Taking cognizance of a petition alleging favoritism and nepotism in the selection of the members of the newly-constituted, Haryana School Teachers Selection Board (HSTSB) by the Haryana government, the Punjab and Haryana high court on Tuesday issued notice to Haryana chief secretary and principal secretary, education seeking their response on the contentions raised in the petition.
Importantly, the HSTSB was recently constituted by the Hooda government to recruit all categories of teachers in the state education department.
The division bench comprising Justice Surya Kant and Justice Ritu Bahri has issued the notice after hearing a petition filed by one Maman Chand Sharma of Bhiwani.
The petitioner has challenged Sections 5 and 6 of the HSTSB Act 2011 whereby the CM and others has allegedly made the provisions for constitution of a collegium of persons of their choice and have crafted the provisions in such a manner so as to appoint the members already decided by the government.
Petitioner further submitted that the close relatives of Bhupinder Singh Hooda and his MP son Deepinder Hooda and chief parliamentary secretary (CPS) Rao Dan Singh were first privately selected by the government and thereafter, this Act providing constitution of the board was framed in a manner so as these persons may be accommodated.
He also alleged that a collegium visualized under Act itself provides for yes man of the government. The then chief secretary Urvashi Gulati co-opted Lt. Gen. DDS Sandhu, vice chancellor Kurukshetra University, who is known for his close connections with CM being his schoolmate at Sainik School Kunjpura, Karnal. The collegium did not call for any names of public-spirited academicians, scientist, jurist, and judges, but considered and forwarded the name of Brig Nand Lal Punia (as chairman), T P Bose, Jagdish Prasad and others.
The names of said persons have been forwarded only on account of their close links with the CM, his son Deepinder Hooda and CPS Rao Dan Singh.
Petitioner also informed that Brig Nand Lal Punia is close relative of Bhupinder Singh Hooda, T P Bose has remained a teacher of Deepender Singh Hooda family and Jagdish Prasad is real brother of CPS Rao Dan Singh. Now the case would come up for further hearing on October 1.

Remove ‘illegally’ appointed guest faculty teachers: HC to Haryana


The Punjab and Haryana High Court on Monday directed the Haryana government to pass orders for the removal of all those guest faculty teachers within three weeks, who have allegedly been illegally appointed.
Recommending disciplinary action against the errant officers, the court also directed the director (Secondary Education) to take to logical conclusion, disciplinary action against all those head masters and district education officers (DEOs) responsible for such illegal appointments.
The directions were passed during the resumed hearing of a PIL filed by one Bijender Kumar who had sought the removal of 719 such guest faculties — as per a list sent by director (Secondary Education) to DEOs.
Director (Secondary Education) A Sreenivas filed an affidavit in this regard in the court stating that he had set up three committees to give personal hearing to guest faculties, who have submitted reports pertaining to 719 such teachers. He will now pass orders on the basis of recommendations made by these committees, he added. A division bench comprising acting Chief Justice Jasbir Singh and Justice R K Jain directed the officer to pass final orders within three weeks.
In his affidavit, Sreenivas has also stated that though orders for removal of one lecturer, 63 masters and 5 JBT teachers were issued, they were allowed to continue in service up to March 31. Taking a very serious view of the matter, the court directed that salary paid to such teachers be recovered from the officers who had sanctioned such salaries. The PIL will now come up for resumed hearing on September 10.

Haryana to provide self-defence training to school girls

 Haryana School Shiksha Pariyojna Parishad, under the Sarva Shiksha Abhiyan, will provide training in self-defence and other martial arts to girl students studying at elementary level during 2012-13. Under this scheme, training would be provided in five schools of each block and for this trainers would be appointed for a duration of three months, an official spokesman said.

He said that under the scheme, there was a provision for a budget of Rs 4,500 per month per trainer. In Mahendragarh district, the programme would be organised in 20 schools where a batch of minimum 50 students would be chosen at the district-level, the spokesman said.

For the appointment of trainers, a committee was constituted under the chairmanship of additional deputy commissioner with district project coordinator, assistant project coordinator and elementary education officers of the concerned block as members.

DDE of MDU among top ten distance learning institutions

महर्षि दयानंद विश्वविद्यालय का दूरस्थ शिक्षा निदेशालय भारत के शीर्ष शिक्षा संस्थानों की सूची में शुमार हो गया है। प्रतिष्ठित करियर पत्रिका- करियर 360 ने इसे दूरस्थ शिक्षा संस्थानों की सूची में 10वें स्थान पर रखा है। यह खुलासा पत्रिका द्वारा जारी किए गए अगस्त संस्करण में हुआ है।

पत्रिका की ओर से राष्ट्रीय स्तर पर किए गए सर्वे में दूरस्थ शिक्षा संस्थान के संसाधनों, पहुंच, शिक्षण पद्धति, परिणाम एवं कार्यकुशलता आदि पैमानों को रखा। इस आधार पर एमडीयू के दूरस्थ शिक्षा निदेशालय ने 925 अंक में से 425.47 अंक लेकर 10वां स्थान पाया। प्रथम स्थान पर इंदिरा गांधी नेशनल ओपन यूनिवर्सिटी (इग्नू) रहा। एमडीयू के कुलपति डॉ. आरपी हुड्डा ने दूरस्थ शिक्षा निदेशालय की इस उपलब्धि पर खुशी जाहिर करते हुए कहा कि ई-गवर्नेंस सरीखी पहल निदेशालय की विशिष्ट पहचान है। डीडीई निदेशक प्रोफेसर नरेन्द्र कुमार ने बताया कि डीडीई की इस उपलब्धि से संस्थान के विद्यार्थियों को नई पहचान मिलेगी। 

Regular College Lecturer Na Rakhne Par Sarkar Ko phatkar

 पंजाब एवं हरियाणा हाई कोर्ट के जस्टिस एजी मसीह ने प्रदेश सरकार द्वारा कॉलेज गेस्ट लेक्चरर को हटाकर उनकी जगह नियमित लेक्चरर की नियुक्ति प्रकिया में देरी करने पर कड़ा रुख अपनाया है। उन्होंने सरकार को फटकार लगाते हुए कहा कि सरकार एक तय समय अवधि में गेस्ट लेक्चरर को हटाकर नियमित लेक्चरर की नियुक्ति करे। खंडपीठ ने सरकार से चार सप्ताह में इस बाबत पूर्ण जानकारी कोर्ट में देने का आदेश दिया है। हाई कोर्ट ने यह आदेश सिरसा निवासी राकेश कुमार द्वारा दायर याचिका पर सुनवाई करते हुए जारी किया। याचिकाकर्ता ने अपने वकील जगबीर सिंह मलिक के माध्यम से याचिका दायर करके मांग की है कि राज्य के कॉलेजों में लेक्चरर के रिक्त सभी पद तुरंत भरे जाए तथा तथा इन पदों पर गेस्ट लेक्चरर की नियुक्ति न की जाए। सुनवाई के दौरान याचिकाकर्ता के वकील ने कोर्ट को बताया कि प्रदेश के कॉलेजों में इस समय लगभग 500 से ज्यादा गेस्ट लेक्चरर कार्यरत हैं। जो 2007 से सरकार द्वारा सेंक्शन पदों पर काम कर रहे हैं। 2007 में सरकार ने एक नीति के तहत कॉलेजों के प्रमुखों को निर्देश जारी कर गेस्ट लेक्चरर लगाने की इजाजत थी जिस कारण अब तक सैकड़ों गेस्ट लेक्चरर विभिन्न कालेजों में नियुक्त किए जा चुके है। याचिकाकर्ता ने सुप्रीम कोर्ट के फैसले का हवाला देते हुए बताया कि गेस्ट और ठेके पर किसी भी विभाग में कोई नियुक्ति अगर होती है तो वह छह माह से अधिक नहीं होनी चाहिए। ऐसा किसी विशेष कारण पर हो सकता है। याचिकाकर्ता के वकील ने कोर्ट को बताया कि प्रदेश सरकार इन गेस्ट लेक्चरर को नियमित करने की योजना बना रही है जबकि इनकी नियुक्ति बगैर किसी नियम व विज्ञापन प्रकाशन के कॅालेज के मुखिया द्वारा की गई है

UGC proposes regional centres for education management


The University Grants Commission has proposed regional centres of education management in prestigious IIMs to strengthen and improve teachers' education and develop specialised cadre of academy of teaching and teacher educators.It has suggested the regional centres of education management in IIMs at Ahmedabad, Kolkata and Bangalore and National University of Educational Planning and Administration, the Consultative Committee of Parliament on HRD was informed on Tuesday.

17 Institutions conducting technical prorgrammes without AICTE approval in Haryana


The Directorate of Technical Education, Haryana has issued revised list of technical institutions conducting technical programmes without approval of  All India Council for Technical Education (AICTE). The department also cautioned and advised the students, their parents and general public not to take admission in the unapproved or bogus institutions, as some bogus universities, colleges and institutions are duping the students by charging hefty fee and also issuing bogus degrees or certificates.
          While stating this here today, a spokesman of the department said that the students seeking admission in any of the technical institutions must first check the status of approval of the institutions on the websites www.aicte-india.org andwww.techeduhry.nic.in.

Free education to ten girls under Kalpana Chawla Ladli scheme


Ten girls will be provided free education under the 'Kalpana Chawla Ladli' scheme to be launched by the father of Indian-American astronaut Kalpana Chawla, who was killed in the Space Shuttle Columbia disaster on February 1, 2003. Under the scheme of the Kalpana Chawla Group of Institutions at Hisar, free education will be provided to eight girls in the IT sector and two girls in B.Ed college. The scheme will also give an opportunity to two girls every year to visit NASA and USA. The astronaut's father B L Chawla would launch the scheme here on August 8 next and he would also interact with the boys and

89% MBA seats vacant in UP B-schools


In yet another indication of the deteriorating standards of education in the state, nearly 89% of the total MBA (Master of Business Administration) seats in the state are left vacant. Be it the supply outstripping demand, lack of basic infrastructure or few placements, students who participated in the state entrance examination (SEE) counselling have in no way opted for the B-schools in the state.
Sample this: Out of 28,000 seats offered by 421 colleges, around 3,300 have been filled. And as far as Lucknow is concerned, the figures are shocking. The state capital has nearly 55 management colleges, 29 failed to get a single admission from SEE counselling. Single admission has taken place in another 13 colleges while in two colleges, two students each have taken admission. The figures show that there are nearly 45 colleges where the total admissions have not exceeded the five digit mark. Last year, only 4,373 students were enrolled in MBA as against 32,228 seats.

Computer training programme for SC and ST students


Haryana Welfare of Scheduled Castes and Backward Classes Department has invited applications from candidates belonging to Scheduled Castes and Backward Class of the State who are desirous of seeking admission to one year regular course in computer training under its ‘Up-gradation of typing and data entry skill of Scheduled Castes and Backward Classes unemployed youth through computer training’ scheme.While stating this today, a spokesman of the Department said that this one year course would commence from August 2012 to July 2013. He said that each of the centres namely Pre Examination Training Centre, Hari Palace, Ambala City, Pre Examination Training Centre, Nari Niketan, Karnal, Pre Examination Training Centre Bal Bhawan, Rewari, Pre Examination Training Centre, Guru Ravidas Chhatrawas, Hisar, Pre Examination Training Centre, Laxmi Nagar, Sonepat road, Rohtak and Pre Examination Training Centre near old bus stand, Bhiwani have 24 seats for candidates belonging to Scheduled Castes and six seats for candidates belonging to Backward Classes.

Haryana to recruit 542 Urdu teachers for Mewat

The Haryana government will soon recruit 542 Urdu teachers in Mewat district and the process of recruitment is in its last phase. Mewat MLA Aftab Ahmed today said shortage of teachers would be met in the next three-four months while maximum number of schools had been upgraded in Mewat. In various schools of the district, 2000 class rooms had been built and 1500 teachers had been appointed. As soon as the decision was taken to make a separate teacher cadre for the district, seven ITIs and three Polytechnic colleges were approved. He said during past seven years, Rs 2400 crore had been spent on various development works. He said between 2005 and December 2011, Rs 188 crore had been spent by Public Works (Building and Roads) Department, Rs 459 crore by Rural Development Department, Rs 124 crore by Power
